Will the new legendaries be a gold sink?
The new Legendaries’ Precursors will only be available through high level trait tracks. They’ll also be Account Bound, so it’ll be a true long-term goal. However, if a player decides to invest completely into the Precursor track, and bypass all other traits, then that’ll probably shorten their crafting by a bit.
New precursors and Legendaries are not tradable.

‘We also want to better preserve the prestige associated with crafting a legendary weapon, so the new legendary weapons, and their precursors, will not be tradable’.

I think OP is talking about trading for items needed for the collection achievement not the precursor itself.

I don’t know about you but I wasn’t planning to buy gems to exchange for gold to make one of the new Legendaries. That would be hundreds of dollars and and imo an extremely foolish thing to do.
Somehow I doubt this is as big a problem as people claim it is. The number of people willing to buy, say, 4000 gold (~30,000 gems, ~$375€) is likely not that high but if people want to spend almost $400€ on shiny pixels well, let them. It doesn’t make your pixels shine any less.

I’ve always been sceptical that many people actually buy legendaries (or even precursors) with real money.
Sure you can do it, but unless you have money to burn in real life it’s just not worth it. Yes I know people throw around numbers for the amount you can earn per hour in a minimum wage job vs. per hour farming in game. But having worked several minimum wage jobs and now working a (marginally) better paid job I actually love doing I’d rather spend my time playing GW2 than work extra hours at any job to afford a virtual weapon.
I don’t deny that it’s a problem that they can be bought. Legendaries should be account bound from the moment they’re created. Precursors, since they’re so reliant on RNG, need to be tradable but that won’t be an issue for the new ones.
But I’m not convinced a significant number of people actually do buy gems to convert to gold to get one. I think it’s much more likely the majority of people buying them are TP flippers, dungeon runners etc. who hate some part of the process of making a legendary so much they refuse to do it, or simply don’t know what else to do with all the gold they make.

No, I am not referring to T6 mats. I’m saying that just because ‘time intensive account bound mats’ won’t be welcomed doesn’t mean they won’t be part of the precursor crafting process. I cited Mawdrey as an example of a very long/expensive crafting process that involves unique/account bound ingredients (as well as time-gating).
It is likely that there will be new account bound and/or time-gated ingredients or intermediate steps involved in precursor creation, as Mawdrey includes Powerful Grow Lamp/Mist Infused Clay Pot/etc. Some of those steps will probably be expensive gold sinks.

The relevant time gating isn’t from Account Bound stuffs. All of the Account Bound stuff isn’t time gated (though, none of it comes from crafting, only from the Mystic Forge/Fractals/Drops), and all of the time gated stuffs are buyable (the plant foods, the clay pots, and the Heat Stone). Mawdrey is the closest to what you’re talking about, but it still doesn’t work as an example due to the exclusive nature of the items either being Account Bound or Time Gated.
I, however, do not disagree that some people will dislike it should they do it as you say. There is a bizarrely large amount of people who will complain at the very first sign of effort required.
