Like a a few weeks ago when making characters I got the impression that the head size looks smaller than before. Even when sliders are used to get headsize maximum and even headwith in some cases.
Head size smaller than before, as in the head size body ratio doesnt feel correct.
The head feels to small in comparison to the body.
Happens with races who are not Asura.
The likely scenario is that you have been choosing the leaner body types, all of which have tiny heads even for asura. It’s really annoying how body shape changes head size like that (for example large asura have ridiculously huge heads and skinny charr have almost nonexistent heads). I really wish head size would be normalized across all bodies, it makes no sense to have this variation.

Oh you are still dealing with this, crazy. Maybe try and make a new char and take a few screen shots for here. It could help Anet out a bit to see what the issue is.

This is about the best I could do. Not sure if this is what I saw during beta, it might have been worse but this still looks a little bit strange to me.
I think Aguri is right, it’s probably because the body is so skinny.
Again tho if it’s worse for you than what I have posted here you need to post some screenshots.

So I went in character creator and played around and it looks like the only races and genders whos head changes size depending on body type are the male and female asura, female charr and female norn. All other combinations are the same no matter which body you choose, although height does very. So whatever you experiencing is probably something different then what I mentioned.
Also, I agree with Paulytnz, screenshots would be helpful.
