We are playing a game, and like in any game mankind has ever played, we earn victory. In some games the reward is simply the victory, the knowledge that you won. In others victory has a tangible and quanitfiable reward.
And in this case, the reward is what ANet chooses to place there, and they could always change their mind and choose differently, that’s my point. It’s not like if you chop down a tree in real life, and end up with an amount of wood relative to the size of that tree, a “fixed reward structure.” Instead you are just playing a minigame within the game, and that minigame rewards as much or as little as ANet decides it should reward. The amount they choose is not the “right” amount, it is not the “natural” amount, it is just the amount they chose, and they are free to change that as they see fit.
You don’t “earn” armor by running a raid, you are not “generating” anything by running a raid
This is the primary flaw in your thinking. We are not going to see eye to eye on this, and you are not going to convince anyone of anything with this line of thinking.

If you want competition, go PvP.
I wouldn’t worry OP, I would be very surprised if they did not add more legendary armour precursors in other parts of the game at a later stage. We could very well get WvW, guild mission and PvP methods to get them at some point. But for now they are likely designed to be a big incentive to get people playing the raids.
So long as those specific legendary skins are unique to the raids they come from, I do not see there being an issue with adding more ways to aquire different legendary armour skins elsewhere. In fact I think having unique legendary skins from different parts of the game would be a good way for players to display their achievements in a clearly visible way, without it effecting how popular content is among different players.
Don’t forget, if raids remain the only way for players to get legendary armour, then pure PvP and WvW players will not be happy. They will eventualy need to add ways for those players to get something similar within their preferred game type.

You are competing against other guilds and other players to see who can clear the content and who can do so the fastest/most efficently and earn the best rewards.
Many competitive things follow this same principal. Bowling, golf, cheer-leading, shooting, even track, etc etc. You never face the other opponent directly (PvP), you face the environment and you win awards if you do it better/faster/finish at all compared to the other people facing the same challenge.
