You can not upgrade to Ultimate from any other version, as noted on all sales pages/announcements, etc.
You may be able to get a refund of your Standard/Deluxe Edition and then pre-purchase the Ultimate Edition, if you bought through the ArenaNet site. You can contact the CS Team and discuss it via the ‘Support’ link above/below.

The reason you cannot upgrade to the Ultimate through the BLTC is because the only difference between the Deluxe and Ultimate is the 4,000 gems you receive from the Ultimate.
And it wouldn’t make much sense to buy something with gems to get gems.
