If i pre purchase Heart of Thorns will i get one code for base Guild Wars 2 game and second for expansion or will it be i one code? I’m thinking because my friend want to start playing and she will save money.

No it’s just one code. If you apply it to an existing account it works as an update, or you can use it to create a new account with both the base game and the expansion.

No only one code. thats why veterans get a character slot added if they buy it before launch since that was the value of the base game the last time that box was on sale.

Correct, as long as they are buying from the GW2 website or from the updated list of sellers such as Amazon, as there are still some copies of solely the base game out there in retailers.
