When i go to my legendary collections tab, they are all locked and won’t show me the items I need to collect to craft the precursor. Has this feature just not been released yet or am I missing something basic?

You have to train the legendary mastery line, I think.

I completed it though and still no indication of what to do or collect : /

You have to buy the collection starter from a merchant in the crafting square in Lions Arch.

You receive mail after you finish the first mastery in the legendary line that shows you where/who to visit. They are each roughly 5g if I remember correctly.

Ah! I see. Thank you so much! However he doesn’t have the starter for any of the new legendaries…only the second through fourth tiers… Is there a reason for this? Somewhere else I have to go?

The new legendaries require mastery#4

I have mastery 4. He doesn’t have any starters for the new legendaries. However he does have the the books for the new legendaries in every other tier but they are locked because I don’t have the first.

And they are also not currently available. The 3 first new legends will come together with the raids.

The new legendary weapons aren’t available yet. You can train the mastery, but you can’t start the collections.
