slow and chill
It has been mentioned in other forum posts, but the answer is this. Chill reduces speed and increases cooldown. Slow increases activation time of skills. Slow is the opposite of Quickness.

as far as i can tell, chill increases the cool down time of a skill where slow increase the activation time

with quickness, u do the attack faster, and the opposite should be slow, but with chill u will attack slower too :S

No you don’t. You attack at the same rate chilled as not chilled.

Chill does not increase skill activation times. It only makes you move slower and increases cool downs. Chill doesn’t make your attack itself slower, but makes it so you can’t use the skill as often. Slow actually makes your attack itself slower (meaning that you are easier to interrupt).

Chill affects movement speed and the time between skill usage (affects before/after a cast). Slow affects how long a used skill takes to activate (affects during the cast).
For example, Chill does not affect your character’s auto-attack at all, but Slow will.
Having both on you at the same time sounds like it’d be a nightmare, though I’m curious to find out how Slow affects channeled skills like Necromancer’s Life Leech or Elementalist’s Meteor Storm.
Hyperbole is the absolute worst thing in the universe.
I’m hoping Necros get good access to Slow. It’s something they rather need.
On the flip side, the introduction of Slow may finally get ANet to realize just how godawful long some of the Necro weapon skills take to cast (Spinal Shivers).
