Charr in Divinity's Reach? [NOVEL SPOILERS]
Well… yes. Ghosts of Ascalon even touches on what it is, in fact.
There was no peace treaty in ghost of ascalon yet, in fact, the whole book is about them getting the claw of the Khan-Ur for Queen Jennah, so she could hand it over to Imperator Smodur the unflinching as part of the peace treaty. While the peace treaty doesn’t seem to be fully in action to this day(there are still diplomatic meetings between charr and human ambassadors) many parts of it have already be fullfilled(charr stopped the siege on ebonfalk, allowed humans to settle in the southern parts of ascalon again and released their humans slaves of which some chose to keep living in the charrlands, like the ones you can find in gladium canton). Part of said peace treaty involved both races beeing allowed into each others cities and lands.
That’s pretty much it. During Ghosts of Ascalon, charr and humans were still at war (albeit at a lower intensity than at some periods).
The treaty negotiations are still underway, but the impression I get is that there are a number of provisions that have been accepted by both sides. It just hasn’t gone all the way yet.

Well kinda feel like a lore vs mechanics issue. Although not a big one. Mechanically as a Charr you can enter human territories, any human city and even walk right up to the queen and say hello. Lore wise you’d have already expected a bit more hostility if you as a Charr came wondering into human towns or walked up to the queen (fully armed).

I would expect hostility if any one walked up to Queen Jenna fully armed. Hero or not.

Since the treaty, and the goings on with the Dragon’s, Pact, etc…Divinity’s Reach has become more of a melting pot as all races appear to be immigrating there similarly to how they have moved to Lion’s Arch…It’s predominantly a human Kingdom, and probably (hopefully) always will be, but watching other races integrate themselves with human society and custom’s is a really interesting prospect.
Also, Queen Jennah is now Queen-Regnant of Ascalon as per the treaty (check wiki), so both Charr & Humans are resettling in the Ascalonian regions jointly. You see the Charr helping human settlement’s and vice-versa in the region and the joint endeavor to rid Ascalon of the ghosts. So it makes sense that we would see both races in each other’s cities. For the time being, the past seems to be further and further buried as the tasks of the present day seem to be never ending. Common goals are usually the best way to build bridges and mend fences with previous enemies.
