The observatory is referred to as the collapsed observatory, so it’s very likely to have crumbled upon itself and ended up hidden underground.
There was a female NPC in Snowden Drifts running around in short shorts a T-shirt and no sloes on while in the middle of a archery range… that one left me speechless for a good while.

Stop treating GW2 as a single story. Each Season and expansion should be their own story.

There are actually underground observatories in real life. I kitten you not.
Neutrinos are chargeless particles (and I’m about to translate very imprecisely from science-speak to common English, so I warn you not to take my words too literally) that are basically so small that they can pass through the gaps in solid matter like it wasn’t even there. Observatories that are meant to catch neutrinos are built underground, in abandoned mines and such, because that’s the easiest way to filter out all the particles that aren’t neutrinos. They then go to a great deal of trouble trying to catch the neutrinos. It’s hard work that I’m glad I don’t have to deal with.
So, one way or another: Underground observatory, solved!
It’s possible that the scrying pool still works, the problem is that your character doesn’t have the True Sight or have gotten Closer to the Stars perhaps…

Another problem with the Scrying Pool is that it only seemed to work at certain points, might not be ready for use.
Droknar’s Forge itself is underwater. But if you are talking about the change in climate for the Southern Shiverpeaks then yes, it is now a lush forest. This is explained to be a result of the eruption of Mount Maelstrom, the volcano within the territory of the same name. Now my first thought was how does a volcano change the climate so drastically without loads of ash being spewed, etc.. but then I remembered, somewhere within that area (between the Bloodstone Caves dungeon entrance from GW1 and the area that was once the Ice Caves of Sorrow mission) there is a bloodstone underground. And no one knows what a power like that could do to the landscape.

For the most part the Krait with wings evolved from the Krait Nimross that shed their skin. So my first assumption would be that they have grown powerful since then and have lost the need to change their skin, which eventually lead to them losing the ability whatsoever. More than likely though it came from ArenaNet wishing to give the Krait a single defining look as opposed to multiple slightly differing looks.
Here’s a question for you… why is the crater that the Searing Crystal landed in suddenly a quarter of the size it used to be, if not smaller?
And for that matter, why have SO many parts of the world, including areas completely unaffected by the presence of dragons, suddenly have vastly different topographical structures? Like the massive maze of hills and boulders around Grendich Courthouse suddenly turning into rolling plains and farmlands.
How come that we cant re summon the Reaper of Grenth in the Cathedral of silence for tea time? Also where did the elusive polar bear mini go?
The only thing I wonder is how the heck people living in some of the upper structures of Lion’s Arch come and go about their house?
Because I’ve been jumping all around LA and I can positively say some of those houses are 100% unreachable without an airship.
