I apologize if this has already been answered but I did search for an answer. So to clarify, my question is do I get Living World Season 2 unlocked if I pre-purchase the expansion Heart of Thorns?

No.
Season 2 can only be purchased through the Gem store, you can’t unlock it any other way unfortunately. Of course, you can group up with someone and run the episodes with a player that has them unlocked (but you won’t get any of the achievements). Also, if you buy the ultimate edition, you can use the 4,000 gems you earn to buy the complete Season 2.
