Was the discounted price/full price option removed from the gem store in the August 11th update? My friend was going to gift it to me but the option seems to have disappeared.

The discounted bundle from the store was indeed removed from the most recent patch, however Anet have not yet stated whether this was intentional or a bug (more likely the latter). As such, hopefully there will be a fix soon – I see no reason as to why Anet would take something away from the store that was giving them profit.
