No one knows for a fact at the moment, so we will likely only get information once Heart of Thorns has launched.
From my own personal guess, I would think logging in even without access to Heart of Thorns would unlock the episode for you (which you can then play at a later date), but that is just my guess.
The only official statements about the future of the Living World is that HoT will be required to play them.
Nothing has been said about unlocking or where they’ll take place, afaik.

So, without HoT no Season 3 but nothing about how and if you can unlock them when you do not own HoT at that time.

HoT features its own personal story. What they call it, you can only guess, but in terms of the story, it is season 3 (the continuation of season 2). You will get this unlocked whenever you purchase HoT, in the same way you get the original personal story with the base game.
After the release of HoT, the next season of the living story will begin. Anyone with HoT will be able to unlock it for free in the same way that season 2 was handled. If you purchase HoT late into the season, you will end up having to pay the price of HoT, plus 200 gems multiplied by the number of missed episodes (assuming they stick with that price).
Heart of Thorns isn’t Season 3 just like how the Personal Story isn’t Season 1.
Heart of Thorns would be more akin to Season 2.5.

You will need HoT to unlock future living story episodes.
I really hope ls3 wont be instanced… But if you need to login to unlock then it sounds like it is. Imma go cry now because that means ill be bored equally much again like i was in ls2.
The instances will be the story but they will likely do something similar to what they did with Drytop and SW so there’s things to do in the open world.
