Nah. It’ll be like those old JRPG’s where your new party member mysteriously forgets their super-awesome skill as soon as they join your party. (“Oh hai there, Keiran Thackeray!”)
The guards in WvW protecting the spawn points also do that same kind of damage, and those races are already playable. Sorry.
Raingarde – Level 80 Necromancer
Actually, the tengu are a future playable race and they come from an expansion land where the level cap is 100, not 80. They also have a tier of gear that is two tiers higher than ascended, it’s called Mythic Trahearnded and it requires your first born Aether Damask which is made by combining 100 Damask, a Molten Jet Pack and a legendary rarity item called "Logan’s Courage 15 Vision Crystals, all on a monthly timer. They also use a new stat combination more powerful than Berserker called Rurick, rumour is it’s the ultimate in recklessness and glass cannon, I’m not sure about the damage, the changes to dodge roll and enemy AI made content so challenging, no-one is able to live long enough to tell us about the damage.
In addition to 20 levels of moar power, the tengu get a damage bonus for firing down at a location. Drop a penny off of a tall building and it can kill a man (it’s a science fact, don’t question it), imagine what a fully Trahearned Rurick sniper (new class because rangers had to be removed when karka became tameable) can do with a gravity damage modifier (a new mechanic introduced when Scalret… oh yeah spoilers)?

I’ll question it. A penny at terminal velocity has a force of barely 1 foot pound. It wont even break the skin if it hits you, but it will hurt, and leave a penny sized bump on your head.
An arrow moving at terminal velocity? That will go through a metal helmet, through your skull, and out the bottom of your jaw, or it will rest somewhere in your intestines if it goes through your neck…..I could see that dealing 50,000 damage.
I smell that the day Tengu are released, all Rangers will reroll Tengu and spam dat Barrage in zergs.

Yep. They did it on Mythbusters and its totally non-lethal unless it hits you right in the eye or something.

I only saw players foolish enough to ignore Yuki Honescrest’s warning by crossing into tengu territory in the middle of a war zone. Players who were not fleeing Lion’s Arch but rather they were part of a military presence in the area. They were also of the same races that were attacking the city (a city the tengu had no allegiance to). So from the tengu perspective, two warring factions (it could even be perceived as a civil war), neither of which they aligned with, were fighting outside their front door. They shoot anyone who gets too close to that door.
I saw no tengu arrow strike down a fleeing survivor seeking refuge.

These excuses wouldn’t fly in the real world, I fail to see why they should because “They are tengu”.
They also have no way of telling if you are a survivor, combatant or enemy. Since they obviously kill you, one can only extrapolate that they either cannot tell or are attacking indiscriminately.
I really hope ArenaNet will be creative when making the tengu.

seen it, tho they were testing it with bullets, would like to know the effect of a dozen at one time.
They’re jerks. I understand they’re trying to protect themselves because they’re insular and paranoid due to their long history of issues with other races, but still. Way to just murder everyone who even comes near a wall.
After the LA attack, the Captain’s Council and representatives of the Races reached an agreement to heavily sanction the DoW for their inhumane treatment of the wall huggers. Knowing to ransack the city or force a regime change is not militarily feasible nor is it moral, the Races decided to relocate all Tengu outside of the wall to an intern camp, and then started to build siege weapons around the Wall, while at the same time, demanding the Tengu opening up their society, in name of a better trade relationship, to repair the damage they caused to the other Races during Scarlet’s attack.
Although the Tengu are fully self-sufficient and fairly secure within their Walls, the fear of another foreign invasion from outsiders nonetheless is worrisome. Not long after the hostility began, the military leader who’s responsible for ordering guards spamming Barrage is reported to have committed ritual suicide. Then the Emperor and his councilors decreed that a portion of their Domain will be open to the traders and adventures of the other Races.

Yes.
Keep in mind in Tengu’s history humanity has caused them more harm. In fact humanity tricked many of the Tengu tribes into attending a meeting, then promptly tried to kill off all the tribe heads. In fact humans almost wiped them out, indirectly.
So when you ask that question:
Yes.
Because neither races have excatly done anything honourable.
