I’ve never seen it or heard of it before. If it was on Reddit then it might be something that was datamined and isn’t in the game yet.

It wasn’t just datamined. Its in the wardrobe, in the costume section.
I saw someone in-game theorize that it might be given for the 2-year anniversary / 2 year birthday gift for your characters.
I’m not sure I really expect that, but it would be pretty cool.
I expect its probably just going to be a Gem Store costume in the future, and they added it now because there isn’t going to be a major patch for a while.

I wasn’t aware of that, but there are a couple outfits that have that as well. I believe the Chef Outfit does, possibly one of the other older costumes as well.
Only one I know of is the Assassin’s Outfit displaying the male version for females of certain races as opposed to the female versions. I’d ask for a refund, but I like it on the two non-Asura on my account… with 11 Asura.

Female asura (and charr) almost always use the male versions of armor and outfits. I think the ancestral outfit is an exception there.
And some of the older outfits (which used to be town clothes) are very different for different races. The chefs outfit for example on a human looks like a beige sack, on a sylvari it looks like their racial armor and on a charr it’s more like something you’d wear for welding.

Fancy Winter Outfit has a female (Asura) version.
Chef Suit, Mad Prince Outfit, Mad King Outfit, Executioner’s Outfit are all unisex, as far as I know.
Witch’s Outfit has a female (Asura) version.
Ancestral has a female (Asura) version (complete with top-boob slits, to show off some bare flat-chest).
Assassin’s and Ceremonial both display the male version on Asura.
This may well be the extra reward for the upcoming cash prize PvP tournament, I think I read somewhere that there will be some new and exclusive armor for winners/top 8 or something. It would be a step forward in giving the PvP community some much-needed exclusivity, they have been mostly ignored in matter of rewards.
But atm we can just speculate and, as always, time will tell.
It’s not the PvP armor, that’s the Glorious stuff shown in today’s blog and already previewed on a live stream. This is an outfit in the costume section of the wardrobe, a one-piece like other outfits. It does have nicely laid out dye channels if you check that with random color applications from the TP preview.
It’s not different per race and only slightly per gender. Men get a sash hanging down on the front right, women get a tighter waist with more skirt flare and a central hanging panel, but it is clearly the same design for both, hurray! Though, erm, the female boots have heels … because those will never be a problem in combat … yeah.
It does not remove a Norn beard, btw.
All this is based on preview from wardrobe and assumptions that the in-game appearance will match the preview.
