Fastest Way Getting Karma?
Silverwastes, you’ll get karma and opening chests will get you obi shards as well as purchasing for bandit crests.
Fractals if you do those are a nice large chunk at the end (15-20k with a booster). Also purchaseable obi shards from relics.
Teq is nice if you can get in a good map without having to sit thre for an hour.
I’d honestly go silverwastes if you can handle the boredom it induces. Personally I like the fractal method the best
Use items that improve karma gain if you have them (food, banners, guild boost, birthday blaster, karma booster, karmic infusion) to boost karma gain from doing events.

What about WvW? Is EoTM confirmed to be the best place to farm karma?

EotM is the best place for karma when it’s running the ktrain. It’s called ktrain (karma train) for a reason.
However, since your goal is not karma but obsidian shards, I strongly recommend doing Silverwastes chest farm. The Lost Bandit Chests drop obsidian shards like crazy (sometimes even 10 from one chest, although this happens rarely), and you can get karma from tagging the events along the way of the train. 400 shards in one month is cake with Silverwastes alone, you will most likely get them in 1-2 weeks if you focus. Not to mention the other loot you will be getting. You don’t have enough Bandit Crests for the keys? No problem, just open LFG and join Silverwastes maps that are advanced; tag as many events as you can and you will get stacks upon stacks of crests in no time.
SW can definitely get you Obsidian Shards faster than pure karma farming.

To actually unearth the chests, you’ll need shovels (which you can’t buy, only get from events). Maybe the commander has a bunch, or they ask the train to each bring a few. Either way, once one player “dug up” the chest, everyone with a lockpick can loot it.

Does those chest still contains enough Obs Shards to go this way instead of WvW?
If they come, the shards come in batches of 2-3 or 10. I usually don’t run with a huge zerg, but the amount of shards you get is decent enough for me (forgot exact numbers, I haven’t done this in a while, but I also haven’t shopped for shards with the karma merchant since the Silverwastes map exists). Plus, you always get a champ bag from the chests, which in my opinion makes it totally worth it (my own horrible luck with loot from champ bags notwithstanding; other people get precursors, I drown in greens…). Plus, you’ll get karma as well from any events that happen along the way, so if you do have bad luck with the chests, you can still buy the rest from the karma merchant.

One successful Tequatl event gives about 14000 karma once a day, which is a nice daily boost for someone who is in need of karma.
The time required for this is about 30-45 minutes. If you arrive in the area 15-20 minutes before the event, it should be sufficient to find a map with some commanders that is reasonably self-organized. The event itself takes about 15 minutes. I also found successful maps arriving only 3 minutes before the event, but the probability of failure is very high. It needs some time to taxi players in with the use of the lfg tool, so the map is filled to the limit.
Usually the commanders are only a focus point for players. The players know very well what to do. In many cases the commanders are not doing much more than validating that every turret is manned or showing which group goes to which defense event. Use the lfg tool to find maps advertized with 3 or 4 commanders. The success rate of a map with 3 or 4 commanders is about 90% – from 10 events only 1 fail. Or even less.
Join a group through the lfg tool, then join the map of the team leader. If his map is already full, tell him, leave and search again.
