Yeah, I would do what Stitch said. Make sure no one in the party is in combat. If everyone is out of combat but your friend still doesn’t get the pop up to respawn, then everyone else should die to try to force the pop up for everyone.
Also, for story missions, never, ever waypoint to somewhere outside of the instance because you’ll never be able to rejoin your party. You’re able to rejoin your party in dungeons and raids, but you can’t do it for story missions.
Do they not get a prompt to respawn once everyone else is out of combat?
If not, you could try deliberately wiping the party to see if that triggers the prompt.
Sometimes the in-game /stuck command will return you to a checkpoint, without requiring you to restart the instance. Mostly, you just have to make sure that everyone is completely out of combat.

It really does; in fact, it’s only ever moved me in story instances. In the open world, it never has done more than log my position.
That said, it’s horribly inconsistent. I’m not at all sure why it will sometimes move you and other times it won’t.
Regardless, it’s always worth trying because it takes only 30 seconds after typing it out to see if it helps. (Plus, it logs an error for that location — over time, ANet has fixed a lot of such bugged spots.)
