I’d say ranger or warrior. Ranger is probably a bit easier to handle well in wvw than warrior. However, rangers (as well as necros and, to an extent, engineers) tend to get arbitrarily passed over for high level fractals groups. So, keep that in mind.
Surprised Guardian hasn’t been mentioned yet. It fills the criteria very well. Guardians can be incredibly tanky and supply plenty of blocks and blinds, but also can deal awesome damage.
People would argue that you don’t have much speed buff, when actual fact it’s entirely possible to maintain 33% movement increase most to all of the time. Use staff skill number 3 and stand in the aoe for the duration of it and/or use “Retreat!” and “Save Yourselves!”. They decreased the CD on “Retreat!” from 60 seconds to 45 seconds on the last balance, I believe. You also have a leap on GS 3 which covers some decent range provided you don’t have an enemy targetted.
Yes, arguably you have to somewhat change your build for the best movement increases, but this seems to be the case with most builds anyway (except for Ranger and Warrior GS movement/leap skills).

Well, the reason I didn’t suggest guardian is because he asked for a “good ranged weapon”. I wouldn’t call guardian scepter a good ranged weapon. Outside of that, I would recommend a guardian. But if he’s wanting ranged, I wouldn’t.

I did some research, and because I have 2 lev 80 chars (from 2 years ago when I have played for while after GW2 started) I have concentrated on these 2 – war and mesmer.
As for the most obvious option – ranger – I do not like this class for some reason (probably dumb AI pet).
Guard was eliminated because of what RoseofGilead wrote – do not take scepter as real ranged weapon.
So after trying both war and mesmer it showed up I am enjoying mesmer playstyle a LOT more then war… two main negatives being lack of self speed buff (Rune of Centaur + Mantra Heal and/or Sigil of Speed seems to be solving this) and relative low durability of mesmer (which I hope will be able to live with).
Really like GS+Sw/torch power shatter build
Hope I will not regret this choice – as for discussion here on forums it seems mesmer is middle of the field class for now – which is fine with me, no pain of being UP and no fear of nerf hammer
I think mesmer is a good choice. And while you may have a lower health pool, I find it’s easier to avoid taking tons of damage (you have distortion, as well as your illusions/clones/whatnot to help you out).
