The best option (so far) is to find a guild that does missions and advertises for people.
You do not need to leave your current guild, only represent another one for a little while. It’s not quite necessary to always wait in LA. Some guilds advertise on gw2lfg.com, under Guild Missions tab.
Once you find one that takes people, remember to help the Guild all the way through the mission, not just to your personal reward! Ask if they will regularly do these missions every week, and if you can come help. If so, that’s your ticket to a few weekly missions!
Check gw2lfg.com. Usually there’s some guilds advertising guild bounties.

Ah cool, I use gw2lfg all the time, I hadn’t noticed any guild events on there before but I wasn’t ever really looking for them either. I shall keep an eye out from now on, thanks.
We finished guild bounties with 10 people. Where it is hard with 5 people, with 10 it is very doable. Ofcourse as the targets are random you can still fail. If you are only after 2 commendations a week and not after guild merits, you do not need to do a successfull guild bounty.
So if you are only after the commendation I advice to build the highest tier guild bounties (tier 3), pick the easiest target on the list and kill that. Only one kill is needed for the weekly chest with 2 commendations.
If you want to try and finish a guild bounty do the lowest tier one. Not the training mission, this one only rewards guild influence and no weekly chest and has a very long building time. Our tactic is to go look and kill the easiest of the 2 targets first and then the more difficult one. In this way in case we fail the guild mission, we still have our commendations.

Well I have a guild that has invited me, they just require 100% representation which I was a little put off by as I do like the few that are in my guild, however I might have to just make the jump.
I set this as answer as it has the most comprehensive info – cheers for advice.
I joined a guild called “Commendation” on TC. They’re a guild JUST for guild bounties, and that’s all they ever do. No representing required. Once a week I represent them for 20 minutes so I have access to guild chat and the likes, then go back to my usual ways.

Thats pretty normal though,otherwise youre basically leeching of their guild points to do guildmissions.Asking to Represent is understandable,Since ive seen some people only represent when we do guild missions…for their own benefit.So yeah…if you want to do earn commendations,you should have to do something in return.
… or simply join a guild that is designed to be a secondary guild.

Given that a weekly chest gives 50s, it’s probably good practice to donate a bit of influence through money once every so often.

Small guilds are ripped off in this game. Join a bigger one if you want commendations, you’ll never get them in a small guild.
So I wish to collect up some guild commendations (for ascended accessories for fractals – I do not have many laurels), but my guild is very quiet lately, and even if it wasn’t quiet we still wouldn’t have more than maybe 5-10 people available to do a guild mission, what options are open to us, as a guild, to earn guild commendations?
If all you want is the commendations (not merits), then there IS an option. Research and activate the Tier 3 mission. Of course, you won’t be able to finikitten, but that’s not what you are going for. Just pick the easiest to find/kill target from the list and deal with that one. There are a number of bounties that are relatively easy to kill with 4-5 people. Commendations are assigned on bounty kill, not on mission completion, so one opponent is all you need to do – and since you will be picking from the list of 6 possible targets, you will be able to avoid the most problematic ones easily.
Of course you need to unlock the guild bounties first, which is not trivial for a small guild. If it seems unlikely, then the only other option is mentioned above – finding a guild that invites people for their missions.

Oh I get and understand that totally I totally agree you should give something back and I also know that being in a guild with a lot of people not representing looks bad. It was just I was considering being in both and occasionally doing the odd thing with the old guild when they decided to log on

Depends on your definition of “small”. 5 is basically the minimum for a tier 1 bounty. 4 if you expect to be very lucky. That is for actually finishing both targets and getting merits. If the only goal is 2 commendations per week then as mentioned above a tier 3 can make that fairly easy.
There is obviously the issue of having the influence to build/unlock all these things but that simply a matter of when you will get it and not if. Bounty training can also help, assuming you can get the 4 or 5 people online. It might be harder but those aren’t unreasonable numbers.
