Will the “transmute it to a white item” method convert cultural armour to account bound status.

If this is possible, can the item then be given to a character of a different race?

… Basically, I want to give T3 Asuran armour to a human character.

I believe that cultural armor is soul bound on acquire and, I think, it will maintain that status even after transmuting it though I am not 100% on that part.

I don’t know if you can make it account bound. I do know that you can never equip another races cultural armor.

You will be able to move the soulbound status but not the race requirement

It depends on the rarity of the stat item. I have 6 pieces of transmuted gear in my bank with rare skin and fine stats.

Melkor is right. You can move it to a white item so another alt can get it, but that alt must be of the correct race.

You cannot transfer cultural armor between races. You can transfer Asura cultural armor of the same armor weight to another Asura of that armor class, but no Asura to human.

it becomes account bound when you transmute to a white, however, you have to be on the same race the cultural armour is from to use it.
