I’m fresh out of medals, or I woud have given you one for the most useless answer I’ve ever heard.
To answer your question, yes you need all POIs, waypoints, skill challenges and hearts. It doesn’t matter when they were added. If the total count says that you’re one POI short, then you’re one POI short.
You do not need the Shiverpeak Explorer achievement for world map completion, that is its own thing.
But really, posting on the forums probably DID take you longer than getting the POI. :P

100% map completion is a very different achievement then the shiverpeak explorer achievement.
100% map completion = visiting all poi and wp’s, watching all vista’s and doing all skillchallenges and renown hearts.
Shiverpeak explorer achievement means you unfog all parts of the shiverpeak maps.
e.g. Griffonhook run is a part of the map you must unfog for the explorer. There are however no poi’s, wp’s, skillchallenges, vista’s or hearts in that part of the map, only a jumping puzzle. So you prolly missing that area for the explorer achievement.
If you finished wayfairer foothills before the march 26th update you don’t have to get the PoI. basic rule, once you get the reward for finishing the map you don’t need to go back.
