You will always get gear of all three weights (heavy, medium, and light). You can choose to unlock the skin (either by salvaging or right-clicking to choose Unlock skin) or just sell the items, regardless of their weight. And there aren’t any “important” sets that drop; armor skins can be mixed, and there’s no bonus for having all of the same skin set.

So with a light armor class you can unlock all the armor skins in the game. Including medium and heavy?
I would hesitate to say ALL armor because there are sets that can only be obtained by certain racial and faction groups, but the vast majority of sets can be unlocked by any character (certainly not limited by armor weight).

To sumarise; one character regardless of weight class can unlock all skins aquired through play, like drops, dungeon and karma vendors, crafting and the TP; the character is restricted to cultural armour of his/her race, and Order skins of the faction joined in the personal story.
Once unlocked, any character will be able to use any skin allowed by their profession, as long as you have the transmutation charges.

The skins tied to the personal story are the one’s from joining the Vigil, the ones from joining the Order of Whispers, and from joining the Priory.
You don’t join the factions through the character creation screen, but rather by playing through the personal story. Eventually you will reach a point where you will have to join one of those three factions, and you will gain access to that faction’s armour and weapon vendors afterwards.
This won’t lock you out of acquiring the other two faction’s armour and weapons, but I think you would have to create a new character and get them through the personal story up to the point where they will also join a faction, and then put them into a different one.
