Is there a way to split a weapon skin from a weapon, so that it is not soulbound annymore? Can transmutation splitter do this?

Best you can do is make it account bound, I think. Once something is soulbound, I don’t see how you can completely unbind them. At least for now, I’m fairly sure they will add an unbinding tool to the gem store for ten million billion gems at some point.

There are splitters that give a skin back but it stays soulbound. Best is to use a transmutation stone or crystal to a white item, you then have an account bound item.
