Mostly internal data, the way every company balances. When you see more of one profession than 2-3 other professions combined, it means something.
Edit: same goes for traits. When 99,9% of warriors use CI, it means something. Or when 90% of warriors use UF. Or when 90% of engineers use IP.
I think the problem is that they have a balance team that try to balance the game around three different modes(WvW, PvP, Pve) and therefore you got a balance that works a bit in every type but terribly fails when you look at it from one direction.
You got Condition in PvP they are too strong but they also to weak at PvE.
You got the PU Mesmer that is very strong in WvW but doesn’t work in PvP.
