I would say Necro No. 1 just because Anet hates Necros and because well for the lulz.
1) Mesmers

→ Fixes too much damage on Cele Ele.
→ Fixes too much damage on Burn Guards (I don’t really think it’s too much but w/e).

It’s not Ele/Guard/Ranger that need nerf. It’s the burning damage/burning duration that need tweaking. The condi burst from Ranger is very good too.

I can deal with burst, but the stealth, blind, reflection, stun-lock spam is just ridiculous.

Shatter Blind is hardly an issue as the clones move at zombie speed. Even with IP being baseline, a Mesmer on top of someone for extended period of time should be foreshadowing of the Mesmer dying.
Reflection from Manipulation/dodged attack is fine with the change to vigor. Stun lock is the same as it was before but now Mantras recharge when charged.
I’d rather see Mantras gain charges out of combat and have to wait to charge their Mantras again after expending their charges. But that’s about it.
Mesmer: Burst isn’t too high, it’s the guaranteed stun every 5 seconds. Easy fix:
change “Confounding Suggestions” so that the daze only is a stun when you interrupt sth.
Also, Prismatic Understanding needs to be toned down. IMHO, not necessarily in duration, since I think that decent AoE-Stealth for openers needs to be on some other classes than the thief (or D/P thief to be exact).
Ele: I really don’t care about the burn-dmg…. maybe make the durations a bit longer but tone down the DMG, so it’s at least a bit easier to cleanse…. I don’t run a D/D-Ele anyways and I never really felt burning to be too strong.
Ranger: One of the IMHO biggest problems with the ranger is that you basically have to use travelers runes. Give them a decent trait with +25% movement speed. Being able to run other runes than traveler opens up a ton of new builds.
Also, The Shortbow could really use a buff, since it does almost no DMG on builds that don’t run heavy precision and earth/torment-sigils. Make the normal auto-attack deal the bleeding it does now and make it a +20% in duration if hit from the side or from behind.
Taunt could also use some sort of buff, since the huge dmg on the pets makes them die almost instantly in teamfights. Add the conditions that they draw to them from you and even the tankiest pets die very very fast. I’d also make the radius a tiny bit bigger and add "for each enemy player taunted, your pet receives 20% less dmg for the duration of the taunt.
War: Rampage should probably be toned down a bit, either less DMG or less tanky.
I got no big problems with the other classes right now. :P

Alpha damage across the board seems a bit strong, the worst culprit of this is shatter Mesmer, but I have seen some Thieves and Warriors getting some pretty silly numbers in wvw (granted they seem okay in pvp)
Burn is just out of control, I think you could do a couple things to help this. One make the protection boon decrease incoming condi damage by 20-50%. And two just tone down burn damage across the board. Other condis post patch seem to be in a pretty good place though.
Rampage is a bit silly now, but it could be hard to nerf it without relegating it to being a never used skill. I think once Revenant comes out and is putting out party damage mitigation and extra aoe stab, it will balance out Rampage.
Nades…its a bug, fix it and Engie will be in a good place.

You said Mesmer is the squishiest light armor classes, but guess what, the 2 classes you compare to are also 2 of the bulkiest classes in GW2 LOL (Ele = highest sustain, Necro = most hp pool)
But when you compare to all the medium classes, you would see a different picture.

It is funny that everything I forecasted for spvp happened. Mesmers the already easy and op profession got buffed to god mode because of the QQ of bad players that main mesmers.

Even running zerker has the survivability of a bunker for 1v1. So many ways to completely negate the damage via blocks, immune, teleports, blinds, etc that there is no need to spec for survivability. One of the few ranged specs completely ignores reflects because gs2 is unblockable anb gs1 and gs4 do not count as projectile.
2) necro
Too many ways to corrupt boons from a target. Needs a buff to mobility.
3)other classes are balanced
Mesmer: Too much stealth, powerblock shouldn’t work on a players healing skills. Too much burst especially because of too much blind and how easy it is for them to stun/daze you. Too much blind.
Ele: Too much sustain and too much burn.
Guardian: Feels like they do too much damage considering how many get out of jail free cards they have.

Well this is a new and different one. I guess it IS unfortunate that people just can’t spam all of their boons with impunity all of the time against one class in the game. It would be a shame if might-stacking was ever really challenged.

I don’t think rangers need any nerfs, just bug fixes. thieves and engies don’t need any nerfs. in fact from your list, I only think eles and mesmers are a LITTLE BIT over the top.

I don’t think OP thinks every class on his list should be nerfed, he just poorly worded the thread. It’s a strongest classes (which needs nerfed) to weakest classes (which needs buffed) And there are classes in-between which are balanced. I’m just going to assume he forgot to add necro…
I personally think Guardian should be right below Ele, but I agree beyond that.

While I agree that burning is problematic in terms of balance right now you have to realize the fact that guardian & ele are extremely reliant on it for a great many of their builds.
Guardian so much so that changes to burning could have very bad consequences for them if not thoroughly tested and given proper compensation.

Nerf the one or two obvious OP builds every path has (except maybe rangers).
I think it’s clear to everyone what those builds are by now.
Burst is NOT what should be nerfed on mesmer.
It’s the stealth, because only theifs are allowed to stealth burst, obviously.
It hasn’t even been a month, and everything is buggy.

Burning damage is fine! Burning application on some skills are too much…
Balance Brake’s Breath, Ring of Fire (not a big issue anyways…) Judge’s Intervention and Purging Flames (and maybe Zealot’s Fire) to only give 2 stack of burn but extend the duration by 33%.

I main Necro. I welcome any nerfs. Because I’ve lived through enough of them to know no matter how kittenty the profession gets there will still be bads who call it OP.

Rampage doesn’t need to be hardcore NERFED exactly, I think a few small shifts could bring it back in line.
The damage needs to be toned down slightly, definitely, but after doing that, I’d like to see it get a *duration increase, or allow 6-9 skills to be used during. The relatively short duration of any of the transforms are acceptable only cause the damage output is high. If the damage is brought down, it either becomes a useless joke elite again (like pre-patch) or it needs to get something to compensate.
Hell, I’d love to see Rampage become a ‘kit’ (with numbers adjusted and balanced to match this functionality of course) but that seems like a pipe dream.

Ele has an incredible sustain only on celestial and when actually traited for it. Now compare zerker mesmer and zerker ele and see what is more squishy.

Rampage could use maybe the slightest touch in damage reduced, but that’s it.
A large factor of why Rampage is doing so well is because of how the scene has gotten so glassy, and the fact a Rampaging warrior can take the burst from a glass cannon or two and then respond.

You get 500+ healing every two seconds from spamming things like flamethrower. While still having access to almost permanent stability.
AND BURNING.
which pretty much melts shatter mesmers that decide they don’t need condi-removal in a burn heavy stage of pvp.
