Will ele drop out of meta? Super bunker meta?
no it will not drop out of meta if these are the only changes. It even stays one category above the rest of meta. Burning is the same as before, mini-nerf on drake but buff on RoF. Might is still super high, you drop down couple stacks on average, barely noticeable.
If vigor nerf wasnt in the patch notes, you would have not noticed it was implemented, because ele still has 100% vigor uptime.
Burning is the same (even more burns in many situations now, slightly less in others), damage is basicly the same, same sustain, same mobility, same everything else, same meta (^2).

Can you explain to me why d/d ele wasn’t in top teams right before the June 23 patch then?

That isn’t completely true, there were still several high level teams that ran eles. However it also isn’t entirely false as some top teams did either cut their dd eles or have them re roll to other classes. oRNG and Abjured would be the obvious examples of the latter, on the other hand tcg always kept an ele as far as I can remember. This was the best balanced ele ever was, it was pretty much average in the class rankings on what to pick for your team.

Pre June 23 ele was indeed the most balanced. It was easily countered by shoutbow, cele rifle, poison master ranger. After they nerf the d/d, it will be slightly more powerful than the pre patch with less sustain.
It’s a toss up if teams will continue stacking eles. I know the pvp will be a mess for a bit after expansion release but a new meta should be established within a month after

this basically. cowardly and overly conservative nerfs. now we wait 4 more months. unless there is more, lets see on Tuesday.
ele out of meta with abj playing double ele?
Noone is gonna let that happen rofl
unless those eles eventually reroll something even more ez mode to play ofc

Ele won’t drop out of the meta, it will still be a good brawler 1v1 build that can stall.
It will, however, be a lot less worth bringing 2 eles. Other classes will be even more on-par with eles for the brawler role (like soldier’s engie, shoutbow, cele necro, survival ranger, even burn guard), making eles just one of many viable choices.
Even seemingly small adjustments lead to huge changes in top teams, who everyone just follows. I can’t say for sure, but there will be some class that many teams take 2 of, and everyone will hop on the train crying for it to nerfed into oblivion.

They did pre june 23rd and abjured re-rolled to the super skillful builds of shoutbow and mediguard.

You mean Ele was countered by two other overpowered Cele classes so this made the game “balanced”? You don’t say.
I think there’s a Willie Wonka meme about this some where.

- Last Stand recharge reduced from 90s to 40s. (WTF MORE PASSIVE IMMUNITY L2P NOOBS CARRIED 100% INSTA OVERSKILL ABILITY).
This will come at the cost of losing Cleansing Ire though or the Rousing resilience buff, because all 3 are in the same trait row. Its one of the 3.
You list them as if you can enjoy all 3 (with the buffs to 2) at the same time, which you cant. It is a choice between those.

and they very easily could again. Shoutbow is back in EU and it will eventually come back in NA. Mediguard is now burn guardian.
The fact is that ANET is making a lot of changes except for the one that actually matters…. burn stacking is broken.
ele won’t drop out of meta

Why would we need a super-bunker meta when we’re getting a Druid with heals for days? Seems to me that we could get a little more burstier and be fine with it.
I think a lot of people forget that we’re getting things like druid and herald, which are gonna compete for that OP team support spot
