I like the tongue in cheek nature of this thread lol. The problem I see with ANet’s idea of balance is that it’s not often enough. Back in GW the balance update would happen on the second tuesday of every month, and for years we had one balance update per month. Back in November there was a small balance update, then the Dec. 10 patch brought some more stuff. I think ANet would do good to decouple balance updates from content updates, new content and new balance don’t happen at the same rate, and right now I feel balance takes a backseat for new content.

Anet likely didn’t want to remove the armor stats entirely because…well,
we’ve all seen what happens in games where there’s no disadvantage to taking your pants off.

I don’t really think we should look at Balthazar runes as the source of the problem. Incendiary Powder has always been somehow broken gameplay wise. Some Dhuumfire-like rework, compensated over another skills/traits, could probably achieve a much better results than just nerfing the runes.

I’m suggesting changing IP from an automatic on-crit proc to something different, like applying 1s bruning on every Posion Dart Volley hit or 4/5s on Blunderbuss, so it can be actively avoided/mitigated, and compensate it by improving other condition sources, like increasing the bleed duration on pistol autoattack by 1s/2s or/and increasing the chance of triggering Sharpshooter, without touching the runes at all.

Yeah, it could be some kind of buff (like incendiary ammo) that triggers on the next attack after using a toolbet skill (and is lost if blocked, evaded, …), and this way it could be rebalanced and even work without ICD.
There are probably several options to rework it and several ways to compensate the loss of an ensured hit.
If IP becomes avoidable and compensated through other not burn related damage sources, then Balthazar runes won’t be so OP anymore. They would still be powerful, but that’s reasoable IMHO for any burn heavy condition build, like Krait / Strength are for Bleeding / Might stacking ones for example.

Incendiary Powder was always a problem. It should have been nerfed months ago, not just moved up a tier. Balthazar runes just make IP’s strength abundantly clear. What you’re asking with a gutting of the Balthazar rune set is for a return to the status quo, which wasn’t that much better.

Though I will agree that rune sets are part of the problem with balancing conditions. But it’s a small part of the bigger picture. Dramatically extending condition durations and giving access to new damaging condition types (via traits, runes, etc) is what takes a condition build from mediocre to overpowered very quickly. And these additions often have little counter-play.

And yes, I realize that dramatically reducing the effectiveness of IP would break condi engi builds. But with that trait in place, it’s impossible to buff many other traits and abilities without making the build too good. Instead of keeping so much power in a single trait, spread it around a little, or give it a drawback or choice vs. another aspect like survival.
