Are arrow carts kind of overpowered?
No they are not, as a person who have died to many of times to arrow carts, they do what they are suppose to…decimate a zerging army at your door. Some professions have abilities to counter the arrow for a short duration or destroy them.

Arrow carts are necessary. In fact, they should be reverted back to their BWE#1 status. The fact that zergs basically dominate WvW is a shame, and arrow carts are the only real anti-zerg weapon a defender has besides maybe multiple ballistas set up at the same time.

I personally like how every siege-weapon excells in it’s own thing.
Arrow Carts are easy to build, don’t do much damage and don’t require line of sight.
Ballistae are harder to use (require a target, line of sight etc), but potentially do the most DPS of any siege weapon, especially on choke-points.
The only problem I can see with Arrow Carts is not their strength but their cheapness. Again this is WAI as someone else said, to counter zergs.
Siege-weapons in general are a good way to counter zergs.
they run out of ammo pretty quickly, and can honestly be nuked unless placed really well. furthermore, any form of retaliation used against a cart will make really short work of it.

There is infinite ammunition. Your other points are correct though!
They’re fine the way they are imo. They can be countered, and without them being cheap or adequately powerful it’d be even harder to combat zergs.

Or just get on high ground with a ballista and take out all the defending siege.

Or… set up your own siege engine and blast the carts. They will be destroyed in SECONDS.

You’re supposed to use trebs/cats/balisae/etc to do that.

It’s not very epic for both sides to stare at each other across a bridge or at the front gate for 15 minutes until half the people on one side leave out of boredom.
So get a catapult and kill them all at your leisure. Either they get closer to try to destroy it (meaning they walk into your carts and die), or they retreat (meaning you won) or their carts get killed off one by one. Or they build their own catapults and shoot back, but catapult duels tend to be very short and messy affairs, .
Either way, the battle only lasts 15 minutes if both sides are clueless cart-huggers. It’s very easy to break such a stalemate. Getting enough supplies to build the catapults shouldn’t be an issue, as you apparently brought enough for an army of carts; spend some of that on a catapult or trebuchet, and you’ll win every arrow cart stand-off.
As for the low gold-price of carts, you need to keep in mind that most of the siege is balanced around its supply cost. The silver you pay is mainly there as a gold sink.
