That has nothing to do with the current ranking of a Full server.
Are you suggesting that a primetime guild leave a Full server, to allow an off-peak guild to then get on that server so they can move up the ranks?
If so, there is no way that could work in practice.
Yes and no, even servers which are not ‘full’ also have this problem, essentially any server that doesn’t have a full WvWvW at all times, isn’t going to do well and will lead to more and more people server transferring.
Our Server, Ehmry Bay(Medium/High population) is a prime example ~ Was fighting against two low population servers for easy wins, we move up 1 rank and now fighting against two High/Full population servers and now our server is losing badly, two reasons ~ Our server has no off-peak/Night crew and secondly, people using the world transfer to move onto the ‘winning server’ which has had another effect of our server going back down to a medium population ~ most evident is the lack of overflow now, I haven’t seen it in over a week except in Orr where our server has increased bot activity.
The easy fix would be to change the way servers are matched against each other, not based on rankings but a mixture of population/queue times & average number of players in WvWvW at all times. Because everyone knows it, WvWvW isn’t about skill, its about statistics.

well what i was suggesting is to move FROM ur HIGH PVE server and make a low pop server ur new home that has off peak hours of ur average peak hours within ur alliance of all the wvw guilds.
I’m not entirely convinced they haven’t artifically lowered the cap for being rated as Full as my server has been Full every time I (or anyone I know) have checked the last few days and we had long periods of Medium/High only as little as a week ago. It could be the server (or the game!) simply got an influx of new blood lately of course.
My main issue is the people trying to join in my case are friends (of friends) who through various reasons ended up on other servers and there is no way for them to come join us at the moment* and that -is- a problem ANet needs to find a solution to.
Allowing a pre-existing player on a server to put out an ‘invite’ token would be one solution to bypass the “cannot transfer while full” issue, but then so would fixing guesting and disabling the free transfers as well.
- Kind of annoyed you can’t even transfer server if you delete all characters as one friend would be happy to do (only recently started), but you are locked down the first time you login unless its changed in the last week.
