Should invulnerable players deal damage?
Nope, it differs from class to class. Engineers cant deal damage while unvuln as an example, and the classes that can are balanced around it.
I don’t know exactly what you’re saying. Are you talking about invulnerable buff spots in the WvW maps or skills that make you invulnerable?
Both are completely fine to me.
Invul is a skill. You waste a skill for 4 seconds.

If you know you cannot kill them, but they can still kill you, then why are you even there?!
Seem german zergs do this at our spawn when they massively outnumber us.
Basically if you are stupid enough to go there, you deserve to be killed.

I’ve actually run into a select few guild groups who’ve used this set up in WvW to initiate a bomb whilst being completely invulnerable for roughly 5 seconds or more. Those precious seconds is all it takes to make or break their/your force and I think it’s all about timing/positioning.
This alone doesn’t answer OP’s question of whether or not it is acceptable to be dishing out dmg if you’re invulnerable, but it gives an insight as to how exactly they can deal dmg whilst being briefly immortal.
If OP meant invulnerable as in the ‘buff’ you acquire inside your spawn then… I think they should still be able to deal dmg because hey, you’re sitting right outside THEIR spawn effectively spawn camping… what comes around goes around.
^Inspiring Distortion has an ICD of 5 seconds thankfully. You won’t be seeing 5 seconds of pure invulnerability fortunately unless there’s five Mesmers just spreading it onto each other which would be hilarious to watch as they would be doing very little else – should probably give it a go for giggles. Thankfully Well of Precognition had it’s long invulnerability removed.
As most invulnerabilities are channeled, lock you out of your skills or remove a vital component of your bomb (Mesmer) I think the OP’s cryptic message might be referring to those invuln spots. Like others have said, this is likely to prevent you from completely spawn camping them.
Their tanks can use invun skills to start a fight.. your tanks can use their invun skills to counter if they have to. Better yet yours use a dodge roll then they have a huge advantage.
