Skirmish-Rewards+Serverchange+Leg. Armor?
ANet hinted the rewards for winning would be “worthwhile”. I am expecting way more than the nigh meaningless Reward Tracks we have now.
I agree WvW needs more strict migration policies.
Before thinking of punishments for transferring servers ask what are acceptable reasons for a transfer. With a complete list, think how to recognize such cases apart from any invalid reason to transfer.
There is no need for a punishment really; just deny any transfer which is not acceptable.
On that other topic: PvE absolutely needs rewards to stay interesting. If PvE did not offer the best rewards in the game, nobody would play PvE. Please think of all the PvE devs going out of work or being forced to create engaging, interesting content.

The new skirmish rewards will now be yellow items so you can break them down for ectos.
You won’t see legendary armor parts given out anywhere but the raids, it will be the highest prestige item in the game. It would be nice if they treated pve wvw spvp evenly and gave methods to obtain those prestige items in each, but obviously pve will always win on the shiny stuff, and if you hand it out in other ways that diminish their value to them pve will complain. Legendary armors will be one of the main driving factors in getting players to do raids for years to come.

You could end stacking by giving the best rewards to the players that lose.
Losing to a server that finishes first over 90% of the time should be an automatic full set of ascended armor.
Let the de-stacking begin.
Rewards should be given for not running after the fotm train. It makes absolutely no sense to reward people for transfering to a winning server.
Instead reward players for being outnumbered and sticking to their server whatever tier it is. The longer you stick to your server the better rewards you get. For every 3 month on a server you should get a rank (and it counts only for 1 account if you have linked more then one) with a reward. If one of your accounts transfers this rank is resetted.

To counter this, lower the server population cap such that the current top 5 servers will be full for quite a while.

That still makes it easier for people jumping on higher populated servers which lead to people doing exactly that.

I would really prefer they not tie rewards to server performance but rather individual player progress, much like reward tracks.

Just a comment on the legendary armor thing, always wondered why they didn’t split it up. Go to PvP to get the helm, WvW to get the boots, Raid for the chest, etc. That way it would at least somewhat resemble “Legendary” to get it, not just grind an over-glorified dungeon over and over.

Rewards should be like a pizza, shared amongst all who participated during the skirmish.
(so big stacked servers actually get less rewards on an individual player basis than those which are largely empty).
The size of the pizza being determined by placement in the skirmish.
Perhaps the size of all 3 pizza’s should scale based on the total participants across all 3 servers for that skirmish also.
edit: each individual server, within linked servers each get their own equal sized pizza to share, amongst players on that server.

Or they could incentivize de stacking servers by making the rewards for winning a Skirmish having a tiered reward per placement while at the same time severely reducing WvW map caps per Server (or limiting over stacked server map caps only) to punish over stacked WvW servers, which would mean locking the stacked Servers Till population has dispersed between all Servers allowing free transfers to the lower populated servers.

I’d do this just on principle, Anet needs to get a backbone imo. Puts some lower caps out there, then laugh as they Queue Queue about not being able to play on their over stacked jokes.
