I can appreciate where this suggestion is coming from. However, in attempting to address one shortcoming of the upgrading system, it introduces unintended consequences. Namely, it will allow trolls/saboteurs to take advantage of it.
I realize you attempted to counter this by suggesting a cancellation requires a vote of more than 1 player. Unfortunately, what’s to stop a guild of trolls/saboteurs from collectively voting to cancel legitimate upgrades?
Alternately, there are times when there may not even be enough players online to meet the minimum number required to pass a cancel vote, let alone get them to coordinate efforts by meeting up at the same tower or keep at the same time.
So, as well intentioned as this suggestion is, it has too many detractions and opens up too great a risk for griefing.
I’d actually like a simpler version of this suggestion. Allow a claiming guild to over-ride an upgrade. I pretty much never claim now simply because of the mass of people who think fortify is everything. Guilds should be allowed to ‘redirect’ upgrading efforts (at 50% or even 75% loss).
As it stands – claiming is not really worth much now. The buffs – especially with the advance of players, are relatively meaningless. This would at least allow some semblance of control. It would also be fairly easy to observe and report (whether anything would be done is another matter) guilds ‘gaming’ the system.
