Suggestion to resolve WvW queue problem
Limit the time you can play? That’s a terrible suggestion. Why should I be forced to /not/ play the way I want to play? Some people don’t like PvE at all. Why shouldn’t they be allowed to WvWvW?
Also, why should people who are winning their WvW’s be punished as a wave of server-hoppers join their server? Now they get kicked out so the drooling masses can come in and screw up their WvW progress?
Solving queue problems would take one of two solutions, one of which is feasible. One, players could use the transfers they have to solve it themselves – this isn’t feasible because people are bandwagon loving sheep. The second would be to shut off all transfers to servers that are “full” or heavy-population, which many other mmo’s have done to fix these issues.
Looks like you are claiming the rights of playing in the best server with no restrictions and without charge. Imagine 90% of the world wants to do that. Now do you have room for all of them? You can’t let people have anything they want unless you have unlimited resources for all of them. Think of it in the real world. It is the same rule that applies here. Otherwise Beverly Hills would be flooded with people who claims they all deserve to live there. because maybe they are citizens of the States?
Here is an idea. Stop leaving your server at the first sign of losing and running to the best servers. Northern Shiverpeaks can’t even get more than 10 people in one borderlands. Want no queue? Come here!

We might consider moving a low pop server if we can move the whole guild and our upgrades. We also want the option to move back without paying when the low pop servers are ghost-towns a month or two down the line.
I have to disagree here.
I’d like to see the number of people in the queue. That is my complaint with queues. Do I like them? No. But I don’t want to have a time ticket just to play them though.
Easiest fix would be a system that’s already in place. Just needs to be modified for WvW, rather than single zones.
Overflow.
You could get in here with players from other servers, and it balances it out upon entry, so each side has similar numbers. You could still play with friends of course by going in together. But it would auto-balance as best as possible.
The overflow would just be for fun while waiting for room in your own, so it would reset often and wouldn’t have any effect on specific servers.

Northern Shiverpeakes
The easiest fix is for Arenanet to end the free transfers. There’s been so much flakiness going on with people’s sudden urge to server hop. No matter where those top guilds go, the sheep will follow.
Northern Shiverpeaks is a casualty in this whole mess. Once a very full server has now become a barren wasteland. All it took was one loss and the mass exodus occured. Apparently long queue times were the reason as well but hey, it’s happening with all the servers.
You picked that server to join the “winning team”, deal with the queues. After AA left Northern Shiverpeaks, longest I’ve ever waited in the WvWvW queue is 5 mins.
Kaineng had a queue once….the wait was like 30 seconds. Never happened again since.
