An appeal for Arcane Resurrection
The only thing that might be tweaked is an internal cooldown. Their is none at this point. That means that you can get an Aura almost permanently just by assiting in a partial revival – i.e., you move to one defeated player, revive 10% of their HP and move on to the next player. If both revive quickly after each other you’ll get the benefits of both without internal cooldowns.
Arcane Resurrection is a joke. The devs themselves have said it’s “useless,” along with Soothing Wave. They just haven’t gotten around to redesigning it yet (although they’ve said they will, like they have with Soothing Wave), and they moved it up a tier because nobody uses it anyway and they wanted to make Blasting Staff, Vigorous Scepter, and Windborn Dagger more easily available.
I appreciate that some think that it’s useless. I don’t think that it’s useless any more than I think that the Glyph Of Renewal is useless. However, it is specialized. Just because something is not used does not mean that it should be moved to Master Tier. High-powered useful traits should be harder to get, involving a higher number of points in a traitline, not the other way around. With other traits, arcane resurrection can be very good for builds.
High-powered traits in the Arcane traitline include: Elemental Attunement, Evasive Arcana and perhaps a few more. I personally feel that Blasting Staff should stay in Master Tier, since it provides users with wider margins of error during play. Essentially, players do not have to be as precise in the placements of their fields and more specifically have greater opportunity to apply conditions. As such, Blasting Staff should remain in Master Tier.
The point is that Arcane Resurrection is kitten and as such should be a hard-to-get trait.
AR will be moved for the sake of Renewing Stamina to stay at adept tier in the meantime. They simply took a trait that is barely used, and moved up a tier not because it deserves that tier, but because they would be destroying build diversity by moving renewing stamina instead.

Adept Tier Arcana looks pretty good now with some good survival traits easier to get. I am not sure how they can make AR better though at least as a master tier.
Across the game I feel like 2 types of traits that are niche are when down and rezing. Those 2 types of traits I am not sure how I feel. I think best would be to put good useful when your not downed and not rezing traits in there.
Make a totally different traitline just for rezzing/downed and move all the traits there so people can pick 1. Call it Desperation Traits and you get to pick 1 or the other.

However blasting staff is only really effective for 2 skills (Lava Font and Eruption). It nerfs static field (as it is harder to cross the border), and the two water fields it helps the placement is not as critical because people in need of health will move to the field.
Also with eruption in PvP or WvW those who notice the red circle have more than enough time to leave with or without the extended field. Those who get caught in the blast were probably not paying attention, crippled, or immobilized.
I personally use the skill, but that is because I live by Eruption and Lava font. I also use elemental attunement as my first choice, so after the patch I will still have 20 points in Arcane, and both of my traits will have switched positions.
In addition, Engineers have increased explosion blast radius as an adept skill.
