Scepter is a pvp weapon (and a mediocre one right now).
A weapon with garbage autoattacks (thus, garbage sustained damage) and no sustained cleave outside dragon’s tooth isn’t going to be good anywhere in PvE.
You could try scepter build to might stack and then use lightning hammer utility, but dagger builds can might stack as well and they are less risky to use since this game hates zerker ele melee in the jungle and dagger melee range is longer than lightning hammer.
And either way staff is better in PvE because these developers can’t even be bothered to balance PvE, where a ranged weapon outperforms a melee one.
Scepter is good when:
- where things are prone to dragon’s tooth
- you have to be the main/only source of might/fury and thus the gains in damage as a party outweighs personal DPS with staff or dagger
- you have Meteorlogicus made from back when scepter/LH was the best thing evar

how about for solo jungle?
I play S/F and like it. I also used it in jungle and it works well solo.
But i did not build it full for PvE i use it in WvW roaming. Its a condi tempest that is very personal and works well for me. FSG can be changed to rebound or glyph. Depends on the situation. I prefer FSG but yesterday swaped to rebound for a fight i knew i won´t run away. I often swap cleansign flame for air signet for WvW. But that can loose me fights due to very low condition removal.

Try on a zerk gear + might rune/dps runes/vit runes:
weapon sigils: sigil of fire so it can give a few burst/force for damage/ruthlessness to gain might when interrupting foes
air attune : down mid down
tempest: down – down/up – down/up
trait of your choice: fire prefer…up, down, down
utility:
signet of fire
glyph of lesser elemental
shout of your choice
Glyph of elementals
Main focus is on air scepter/warhorn and overload super fun build imo, keep spamming 2 and 3 in air while channeling air 1, you cast an extra lightning skill everytime you interrupt a foe when you use wh air4, overload air and glyph of elemental stun. Plus you get to be in range away from those nasty rolling dino’s, only bad is too much health loss when aggroed by a lot of mobs
Stack might with fire overload + dragon’s tooth + phoenix then switch to air to use lightning orb, glyph of storms, air overload then play with conjured weapon
made the build for zerg, but changed to marauder for general survivability for the jungle mostly.
Any weapon can be used anywhere if the user ENJOYS using it.

Would be nice if they remade the entire weapon from the ground up starting with solid auto attacks.
At the moment every other class I have that can use a sceptre uses it more than my ele main and she has the legendary one -.-
