Agreed, skill is garbage and buggy.
Also noticed this. But water and air (mostly) worked fine on me – only earth and fire are always buggy.
It’s totally bugged.
I got to work it twice in air attunement (out of 20 attempts?).

Yeah this skill really disappointed me once I got it. They either need to reduce the cast time to 1 second and just make it work on downed players, or keep the cast time and make it work on defeated players as well. As well as fixing the bugs.

Well I have tested it in several situations, and it only seemed to revive defeated npcs for me… This skill was broken since BWE 1 when I reported it back then. Seems they are ignoring this skill… Why, I do not know Hope to see a fix soon, as I am a friendly person who likes reviving 3 players who are defeated to get them back into the fray!
As Otaur said the skill has been broken since Beta started.
So seriously, this skill isn’t going to be fixed anytime soon. Just ignore it’s existence.
The skill is useless as it stands. You can rally a downed player faster than using this skill and the benefits don’t outway the time. Here’s my suggestion on how it should work.
The cast time should be much shorter but the cooldown long. Based on attunement:
Fire – Rally target downed player instantly
Earth – Rally all downed players in short range (600) rather quickly
Water – Revive target defeated player very quickly
Air – Rally/revive target player at normal speed and teleport him to your location (This will be useful even if a downed player becomes defeated in the time it took to cast. This would be a useful skill in sieges.)
These will not be overpowered if the cooldown timer is sufficiently long and movement is not possible while casting.
A-Net should atleast fix the skill so if it get interupted or fails, the skill wont go into a full duration cd, which imo is the only thing that makes this skill soo bad, since u litterly have the skill on constant cd without reviving anyone because of the long cast time.
Same here. Tried to revive a friend and only saw a cool animation, and my friend still on the ground. Please fix!
I wouldn’t mind the long casting animation and cooldown if it revived defeated players (and worked as it should). Even if it wasn’t bugged it’s not all that useful right now. I’ve only gotten it to work only sometimes on NPCs with Earth attunement, and it still fails a lot.
I found that this skill will rally teammates as long as they do not use a downed skill that makes them invisible or teleports them. Doesn’t matter if you start it before or after they use it. It just won’t work. Also definately doesn’t always give the attunement bonus. Also will not work if you start casting the spell before you are in range even if you finish in range. But I am okay with that. For now not using it unless in a dungeon. I’m confident ArenaNet will fix it soon.
When it works (especially under the earth effect) it can become a powerful utility, but at the current state it’s only a blind bid.
Water’s effect has never worked and earth and fire work randomly and in dungeons the 3 revive effects prefers NPCs over players, only with air attunement I got this skill to work quite often.
It’s been clutch a couple times for me, but yes, not hugely reliable.
