4sec CD When Not Facing Target Sucks!
I noticed that it also affects rifle engineers as well, and yes, it’s extremely aggravating.
Experienced this a lot lately and I thought it would have been a problem for other professions as well (i.e. a game mechanic) and accepted it.
Now I learned it isn’t.
Throwing this behind me on the engineer bug pile and moving on… no point in complaining about or spending energy on this pile anymore, seriously.

I don’t like throwing out blanket statements so Ill add this:
I am excellent at playing ranged control while strafing and kiting, I use multi button mouse and rebind using numbers, Shift+numbers and Ctrl+numbers as well as Shift+Mouse and Ctrl+mouse….I only face this issue with Engineer and especially Pistol.
Do other professions have it? If they do I never experienced it.

From what I can tell it happens when an enemy in front of you proceeds to moves behind you at a certain sweet spot in the activation time of the skill. And yes, it’s a very frustrating bug, especially in sPvP when a good Blunderbuss or Overcharged Shot can mean the difference between winning and losing.
I’ve occasionally seen it with the Warrior’s Rifle skills but not nearly as often as Engineer gets it. I feel like if I even try to use Blunderbuss or Overcharged Shot at something that’s moving in melee range it’s just going to fail. This sort of completely sucks because of how Blunderbuss works and Overcharged Shot’s short range.
I’ve run into this issue a LOT on my engineer, but rarely on my other characters. I suspect that the reason for this is that we use projectile weapons (pistol / rifle) that require us to go into melee range to be most effective. If we used melee weapons, our attacks would have a wider arc. If we used projectile weapons at long range, firing angles would not change so drastically so quickly.
I think this “bug” is actually designed to help us by putting our skills on a lower cooldown when the game determines that they would’ve been wasted. Many times though, I’ve been rooted and I’ve tried to use overcharged shot to break free, only to have it fizzle and go on cooldown. I would prefer to risk a skill going on full cooldown if it meant I could save my life with an overcharged shot.

Yup. I hate that feeling.
Every once in a while one of my bandages from med kit will fail to cast and go on a 4-sec cooldown, so I’m not sure what the issue is. I think it may have something to do with camera angle more than line of sight?

Ya this “bug” has killed me many a time, really sucks. Personally seem to notice it more for rifle especially blunder/overcharged as some others have stated.

It can happen on your immob skill too.
Happens to all professions, and it’s really detrimental to the whole feeling of combat, especially in PvP.
I also despise the similar “cooldown when out of range” mechanic. All this does is force you to stare at the UI.
