I agree with you. We can use our pull skill currently as an interrupt, but only if the enemy is far enough away (if they are right on us it doesn’t work).
Plus that only works if there’s only one of them, and it does nothing besides force them to hit f a second time, literally.
The only time I use the pull is when my explosion is up, basically making it useless for the first few seconds of being down. I approve of this change.
In my experience it has always worked even when they are close (the #2 that is). I think we are decent enough on the ground as it is. If there is anyone around to stall even for a second or two, we will be able to use both the pull and the explosion as interrupts (and generally even pull again). If you aren’t getting picked up by then, you aren’t going to.

Mine does. Though it still feels incredibly weak. Compare to say the warrior’s thrown axe… if I use that at a distance, I knock him down, and it’s starting to recharge already. Then if he isn’t super quick, I can knock him down again.
Unless I’m an engineer… then I pull him to me, which doesn’t even buy time for the explosive unless he was already right there. Which still doesn’t buy enough time, but it’s not getting any worse.
1# deals very low damage. Very, very low. When i go down i almost have to rely on someone else killing something in order to rally because i simply lack the damage. Even stacking power/crit/crit% dmg i still get pisspoor hits. Less then half of what other professions are getting.
2# i can interupt 1 enemy. Assuming i dont get blinded or they are close enough. Infact its more beneficial for my enemy to just hit me from a distance. My throw junk is actually throw pillow. So i am completely harmless when downed. Unlike for example a Mesmer, who will pull a fantasm out of his hat that can hit upwards to 6k dmg! Or other professions spamming 1k hits, or being able to move. Not me, stuck in one place, less dangerous then a Seed Turret.
3# i rarely ever use this, even in pve. It takes forever to become available + casttime. By this time im either rallied, or dead. Usually the latter.
When i get downed there is no fighting to survive, no last ditch desperate bit of damage. Best i can do is pull an enemy to me and try to pick him from an ally. Great, i can be a martyr. =(
i dont bother doing anything when im downed … grabbing water etc.
