Rocket Boots Tool Kit
I actually like having both on me in PvE and WvW. Reason being, I like to take Kit Refinement. Swap to Tool Kit → get that super speed (double movement speed) → Blast off with rocket boots! I’m sure by now everyone knows how far that launches you.

I use it. The damage on that kick is no joke.
I do agree Rocket Boots should be an evade while flying.
That’s the main lacking feature of it, compared to simular abilities.
As for Toolkit: speed up the auto-attack a bit and I think that kit is a very well-rounded set.
Compared to bombs, the Tool kit lacks damage. That’s all. Both are melee, and bombs are even aoe, so there is no reason Tool kit should do less.

If I don’t have to be long-range, I prefer that RB kick to Rifle Turret for my SD build. Longer cooldown but it hits hard and rolls a nice burn to buff my Mod Ammo.

Rocket Boots’ burn is 5 seconds base. Even without extra Condition Damage, that’s an easy 1.5-2k over the duration depending on how many points you have into Firearms on top of the base 300-400 damage you have. With SD that’s an easy 1-2k extra, crits permitting. So the damage is indeed no joke.
I still prefer Rifle Turret though, if only for its 100% projectile finisher and Blast Finisher in situ. I’ve found that the 1200 range disengage is both a blessing and a curse, especially when running Bombs. If I weren’t, then Rocket Boots would 100% be on my bar.

I totally get not wanting to escape 1200 range when running bombs. But when I’m SD that 1200 puts me at a great rifle range. Plus, I still get that blast finisher from RB. Projectile finisher? I’m not laying any fields down (unlike your bombs) so I don’t need it. It was a tough choice until I noticed that with Mod Ammo and Sitting Duck I’m stacking some serious conditions for extra damage all around.
