Solution to RNG
While I like the solution, this will make an already complicated profession even more complicated. I’d rather see them just give a set boon instead of one out of X boons.

Lol, nobody is suggesting that. When I said a short burst of boons it was meant for Elixirs that provide boons. But yes, that would still leave Elixir U and Elixir X quite RNG. Those are actually two utilities that would benefit most from the OP’s suggestion

I was just making a joke.
Easy to use, except it’s pretty much exactly what the trigger for the old Scope trait was. Unfortunately, it completely failed.
It never worked.
At all (despite initial insistence to the contrary from a particular staffer).
So, it’d probably be easy to use, except that Anet has already demonstrated an inability to create a functioning asset that switches states based on whether people are moving.
Just a short idea:
The effects depend on movement.
Char moves while casting = effect X
Char stands still while casting = effect YHere’s an example:
Your char moves while casting Elixir X -> he/she turns into a tornado.
He/she stands still -> he/she turns into a juggernaut.Easy to use and it removes the RNG.
That would basically mean that ins 99% of situations ppl would be using in your example the tornado, as standing still in combat can often be quite devastating, eithyer that or the standing still effect would have to be considerably stronger than the moving effect
