[Suggestion] Juggernaut Trait
I’m fine with taking one or the other – it provides a meaningful choice. I just want the burning on Incendiary Powder to have a “(Single attacks can activate this trait more than once before recharging.)” like Necromancer’s Chilling Victory. That way, if I hit 5 people and 3 of them receive a critical strike, those 3 people are burned rather than just 1 foe.

That’s fair, I can respect them wanting to have us make a choice, but as is, from what I could tell, with a hybrid or condi build, incendiary powder is worth taking every single time over juggernaut in terms of numbers.
My testing is by no means perfect however, and I could be wrong about this. If they are actually competitive in terms of use usefulness, I could live with that.
Also I forgot to include this in my other reply, sorry for the double post, but I agree completely about it being able to proc on more than one person.
You take juggernaut when you want to camp FT and have no other source of might or stability. The trait is great for overland pve maps like Orr, SW and HoT maps with big events. In this scenario you use FT for the high RoF so you can tag as much as possible and the stability keep you tagging among the CC going around the zerg.
Incendiary Powder is more useful on single target fights, like dungeon bosses or other instances. Where might (and stability) can come from other sources and you want to maximize your dps.
Mod amo, the third option, is actually nice on a power setup when using rifle and bombs.

It’s not always about damage, which I’m guessing you already know since you are already sacrificing damage to make a Jugernaut build.
I was hoping they would move the trait from Major Grandmaster to Major Adept this balance patch. The stability is really good for stomping, something my vanilla build could really use with all the troll rezzing going on nowadays.
