Who Gets Nerfed?
This depends a lot for different kinds of content WvW, spvp, open world pve, or dungeons
Dungeons
engineers can keep up 25 stacks of might for the group but not fury, they are great at condition removal from allies, and vulnerability application. the engineer is unfortunately lacking in the area of projectile reflection and destruction, as bugs often cause skills like toss elixir u to fall through uneven terrain and have no effect at all (no smoke wall or reflect wall appearing), you can learn how to place it more effectively but its still a problem. Engineer also has limited use of stability, and many combo fields with tons of blast finishers for different situations, such as stealth, might, area heal, ect.
engineer vs. elementalist (I believe ele wins this one)
elementalist can keep up high to max stacks of might and fury for the group by themselves, they also have conjured weapons, and a large area field that destroys projectiles, higher damage through FGS, and LH. Can also give plenty of boons through aura sharing.
engineer vs. guardian (I believe guardian wins this one)
guardian can take all conditions from party members, strong in stability, reflects, and projectile destruction. guardian is a good source of blinds, might stacking and area healing. Also good for area control against trash mobs. also group quickness through the tome of wrath I believe. also has strength in numbers trait for extra group toughness(never see anyone run it though).
engineer vs. Mesmer (I think Mesmer wins this one too)
Mesmer, great reflects through a traited focus, group quickness through Timewarp, decent vulnerability application through shatters, also has group steal similar to engineer and thief (I think Mesmer is worse then both thief and engineer at group stealth personally). Mesmer also has a bit of group stability and condition removal through mantras and null field. can have bad damage if phantasms are all their damage and getting destroyed too frequently. It also has portal to speed up certain dungeons or get people past difficult areas.
engineer vs. necromancer(I believe engineer wins this one)
Decent vulnerability application, plenty of blinds and protection from enemy conditions. hard to get cleave damage (don’t feel that staff really counts but it is similar) [my knowledge on necro is limited if someone else would like to add]
engineer vs. ranger (I feel this one is the closest but I give a slight edge to ranger because of its unique abilities in spotter and spirit of frost that no other profession can do)
able to stack a small amount of might but a ton of fury through warhorn, and the moa(think its the red one) spotter trait for 7% extra crit chance to your whole party, also giving 7% more damage to the party through traited spirits, as well as protection, and a full party rez with the elite spirit could be similar to warbanner.
engineer vs. theif (I give this one to theif because of it’s higher single target damage and its ability to give group vigor[I’d say this one is up for debate though])
Thief has tons of invisibility, and blast finishers (through shortbow 2 skill). very high single target damage, good at removing defiant stacks if needed. can provide group swiftness and fury with a small amount of might and group vigor all off their steal skill.
engineer vs. warrior (I give this one to warrior)
warrior has tons of banners, blast finisher, vulnerability application. it has a group res (warbanner) and can stack a lot of might and fury. has a unique trait in empower allies.
Now all of this being said I still run a majority of dungeons on my engineer, and the difference between rank one and rank eight isn’t insurmountable.

Keep it simple. Look at the game in whole versus in parts. Comment after on which parts/balance led to one class getting the nerf over the other.
