my engi is still pathetically low level… but wondered which one would be considered better for a rifle build

Blindness is cured on the next outgoing attack. With any halfway decent crit chance Go for the Eyes is going to stop only one attack every 10s.
Me, I’d run with the Riffle Mod most of the time, and switch to Go for the Eyes only when I want a more defensive setup.
I had this same debate in my head for 20 minutes yesterday. 5sec blind every 10 seconds is pretty incredible. really forces the opponent into condition removal . I’d be interested to know from people who use it how often the Blind actually procs.
It’s pretty difficult to get go for the eyes to proc when you need it to, but it can be useful. In general, you’ll probably get more out of 10% damage increase. Are we talking PvE/PvP/WvW?

The best way to remove blind is to auto-attack.
Blind is junk for WvW. There are so many fast auto-attacks being pumped out all the time that it doesn’t do much, and there’s no way you’re going to be able to meta-skill your blind proc when the opponent is about to do his big move.

As others have said, go for the eyes won’t help you in WvW. If you don’t care about your damage and just want to support/heal/control in an event or dungeon, go for the eyes could be good. Blind in general is much more effective vs. mobs than other players, because players attack much faster than mobs. I would say keep the damage, but switch to go for the eyes for maybe soloing a couple of veterans or being a purely supportive dungeon teammate.
Go for the Eyes is really appealing. But no. It is just about avoiding one attack every 10s at the best case, you’ll have a much better use of reduced rifle skills cooldowns.
