Why low base HP might be a good thing...
A 15k Guardian with protection buff running is effecting almost 20k HP.
A 17k Guardian with protection buff running is effecting 22.6k HP.
For a Guardian to go with 15k HP he only needs 20 in Honor trait line, and no HP stats from armor/trinkets.
The same goes for Warrior. To achieve the equivalent HP to equal the Guardian+Prot buff running, he needs to pick his own HP trait line.
In the end, its close to equal.
Ofcourse having more HP is always good, but to go there, you have to sacrifice alot of damage.
And the same stands for warrior.

Which is why I don’t care too much for health. Not saying it’s not important, because it is. But having relatively low health isn’t that bad really. Low health with high defence makes your heals much more effective, I like that.
There isnt an issue of healing effectiveness, if anything its less effective to have low HP when you keep on healing one way or another.
Like other people posted above its worse to overheal, than never topping off.
Not topping off and stay at certain percentages, is only bad against classes/runes that will increase the damage upon you – say at 50% HP.
Other than that, having high HP is only bad for the DPS, since you have to sacrifice damage for survivability.
But i think as HP goes, not trying to compare healing perfomance or DPS output between warr and guardian, they are pretty much equal.
EDIT: in actual gameplay though protection is not always up and certainly not when you are surprised by an attack.
