Mesmer underwater downed skills

Speaking of underwater mesmer skills.
I find that the Phantasmal Whaler does very little damage (Trident #4) with those spear gun volleys. The clones however completely wreck faces, I get 9 confusion stacks easily with that, and keeps it on constantly.
i agree, the drowning skills are just copied, and broken in drown2
almost think they need to tele and have a clone swim to the surface to fake out the foes.
and i found the same with the pwhaler, but honestly with the clone on dodge trait trident is stupidly OP since the clones cause conf. however i think that this is a bug, as the sirens call (trident1) used to cause confusion until it was changed to it’s current iteration, i think that maybe the clones weren’t updated?
regardless it’s very strong, but i also think that we should be like that! confusion is supposed to be a mesmer linchpin and we should be able to lay huge stacks on someone to deal damage which we currently cannot do really.
under water weapons are fine, absolutely pwn people who I catch in teh lake in borderlands and can take on whole groups of enemies underwater in PvE.
But our downed abilities suck, both underwater and on ground. Whats more, using our underwater abilities in downed sometimes makes you unable to swim up,
The reason the Whaler doesn’t do much damage when it hits is because all of its damage is in the bleeding status it inflicts with each shot. Still I don’t recommend using it at the monent, because Trident clones are pretty broken and apply Confusion with every single attack, leading to 10-12 stacks of Confusion on your target at all times if you have 3 of them out. So use those instead.
Also Mantras cast in about 1/4 the time while underwater, so Mantra of Pain does absurd amounts of damage as well.

going a little off topic here, but is it just me (am i bugged?) but the last few times where i get downed underwater, my skillset did not change to the underwater ones and i was able to use the land downed skills, but unable to swim/move while downed (which means a 100% death unless i rally)
I think the one that needs fixed is the spear. The trident is great in my experience, but the spear sucks in both PvE and sPvP. :<
Yeah, underwater downed state is horrible on mesmer. Learned the hard way to never hit 2 when underwater…usually better off hovering close to the surface and running. To be fair though, I haven’t actually read the description for 2. Is it a ‘feature’ that it locks your movement or is it actually a bug and thus should be reported on the bug forum/ingame?
The underwater downed state needs to be looked at for many classes. Mesmer’s 2 is a deathwish and Warrior’s vengeance with sweet revenge is nearly impossible to kill underwater.

i believe it is a bug
there is no way the game tells us to swim up to the surface but yet locks our movement
not to mention that we actually “sit” underwater like how we do on land
While I think the locking is a bug, the system also is problematic because AFAIK we’re the only class which has no separate drowning (vs downed) skillset.
What I’d propose is:
Diversion (kept, but changed)
Causes a clone to appear which swims upwards at a slight angle. When reaching the surface the clone dissipates, giving you Stealth for 2 seconds.
Phantasmal Diver
Creates a Phantasmal Diver, which ropes your current target, then begins to drag it down. Target is free to act and can struggle against the pull. Pull should be ~50% player speed, so it acts as a pseudo-cripple if the enemy wants to hold out against it.

I got ambushed in WvWvW some time ago and made it to the water just before my health reached zero. Downed state vs 3 invaders…..I won! The downed skills are amazing! The 2nd skill is perfect for fooling people. The 3 invaders attacked my clones all the time while I was timing my healing and attack skills perfectly. Not forgetting the high damage 3rd skill. They never knew what hit them xD
Whatever they change it to will likely be an improvement over what we have now. Downed 2 underwater frustrates me to the point of avoiding all underwater fights where I don’t have a clear advantage.
