Mesmers and healing power?
Mesmer has an interesting relationship with healing power.
On the one hand, with proper traiting you can easily have 100% uptime on regeneration while remaining fully mobile, even through highly aggressive boons stripping, and regeneration scales the highest of any heal in the game, at around 2.8 iirc.
Additionally, our strongest heal, ether feast, scales a minimum of 1.0 with healing power, and a maximum of 1.3. Those are extremely high scalings, and benefit hugely from healing power.
On the other hand, ether feast also happens to have an extraordinarily massive base heal. The traits restorative illusions (heal on shatter) and mantra healing both scale poorly with healing power, but have massive base heal amounts.
Really, it just comes down to personal preference. Mesmer has really powerful heals with no healing power. Healing power is definitely not necessary in a bunker build for mesmer. However, if you choose to build a lot of healing power, you will get more benefits from it than almost any other class in the game.
As for a bunker build, if you want to go for a tanky/dps build, I suggest seven mirror’s build. If you want more of a full tank feel, my immortal build accomplishes that (in the sig).

-Mantra of Recovery+Mantra CDR, stack on rune triggers and you can get creative here since it’s on an 8 second cooldown.
-5 pts Chaos, regen is regen, always helps.
-Phantasms grant regen, this is godly with high healing power, combined with some source of aegis and protection (IE: staff fields and chaos armor), you can be VERY defensive)

How does Rune of Water (6th bonus) work with Mantra of Recovery? Does it activate when you cast one of the charges, or only when you charge the mantra? Never had a chance to test it. Would work really well with Sigil of Water as I always run a Defender right next to me.
Rune of Water can activate on cast or on finishing channel, IIRC. With a full healing build in sPvP it heals around 1.8k HP every 10 seconds or something. Definitely worth considering… although I generally prefer to go for a more offensive rune set as a healing build already has loads of healing from MoRec (12k+ HP every 15 seconds) and Regeneration.

Unfortunately, Healing Power is a pretty weak stat. But here … do you need it ?

Rune of water (6th) and Rune of Dwayna (6th) trigger on either #6 use. While it has a ~0.5s delay after finishing channeling, it’s instant when using a charge.
I have 300 (trait) + 165 (runes themselves) Healing power and it heals for additional ~960 (RestMantra and Healing Mantra heal each ~2700).
The more Healingpower you have, the better the Dwayna set, but technically even with low Healing, Dwayna heals more, but over 6 seconds. It’s 4th effect is also better (in my eyes). But I still chose Water since instant heal > regeneration, especially since regeneration is “pointless” if you already have it.
Chaos Archangel’s Chaos Maestro build also uses healing power gear to pretty good effect. It’s probably one of the best support builds out there if you want want healing power for more of a support role than a tank/self healer.
For a mesmer bunker or just general survival, I recommend mastering your active defenses and using balanced gear with toughness and/or vit over healing power though. Still, you may find something we didn’t if you experiment with it.
