Out-of-Combat Speed Boost
I wouldn’t say no, but I’d rather other things get fixed or added first. As it is now, there’s really no room in our builds for a movement speed trait and our utilities are far too useful to give up a slot.
You mentioned runes, but they’re really not a bad option. Speed runes, traveler runes, centaur runes with mantra heal or an endless tonic. Also focus with boon duration food. There are ways for us to get 100% swiftness without having to give up a trait or utility slot.
I have to agree with the OP, the option would be nice. No one will force you to use up a utility slot for speed, but it sure would be a nice option to have.
An often made suggestion would be to make the Sigil of Inspiration always proc Swiftness when OOC. Or make the very underused and gimpy Sigil of Midnight have the usual passive 25% speed boost. (Remove the boon duration if you want, no one will miss it!)
That has to be the worst sigil in the game, right? 10% Boon duration passive? Really?

Yah, most of mesmer are stuck with this kind of setup. I always have blink and a condi clear with an utility that changes with the build.
I’m fine with centaur runes in pve/wvw, but it’s getting very annoying to spam MoR.
1. Make Decoy a signet
2. Passive: 25% Movement speed Active: Same as Decoy now
3. Problem solved.

MoR + HM + MP is 6x instant Condie clear every ~13s.
I haven’t run a build without MP pretty much since the boost that allows it to remove 2 Conditions per heal…which, not coincidentally, is about how long I haven’t used up a Utility slot for Condie Removal. (Since they’re all pretty bad/unreliable tbh.)
Also, ever since HM was moved to (arguably) our best traitline, it’s been even harder to pass on MP+MoR as my main source of Condie removal. (Very low CD, no target required, semi-passive since in >95% instances where I need to remove Condies, I could also stand to heal up a bit.)
So yeah, I would like to see an option for passive speed on a sigil!
The beauty about horizontal changes is that they give choices, and I believe quite a few people would like to be able to exchange a current utility for passive speed, and give up Centaur/Travelers Runes for something else.
I think it kinda kittens being entirely dependent on Runes for anything that can remotely be called adequate mobility, especially since neither of them have much synergy with Condie builds.
Of course they could fix Focus too, both TC and the Warden really need some fixes/loving anyway. That would at least provide another reasonable alternative for on-demand Swiftness, which the current TC implementation simply is not.
You can trait for condi clear on heal . But I do agree even with that the third slot is too valuable to waste on 25% speed. I use traveller runes , if you have no coin use centaur runes . The combo of mirror heal + centaur runes is pretty good.
Why not change “Compounding Celerity” to read:
Increase movement speed by 25%
1 illusion: Increase movement speed by 2% (27%)
2 illusions: Increase movement speed by 3% (30%)

I like this but would use it in very few of my builds.
I would rather see “Manipulations grant swiftness” attached with Far-Reaching Manipulations.
When I pug or run around in open world, I tend to use Celestial + Travelers.
When I do dungeons, I have a dedicated group where I run exo Zerk + Scholar (upgrading to Assassin + Ranger, just finished the Asc set, but need the runes).
For swiftness in the dedicated group, we have a boon duration Guardian who constantly drops Symbol of Swiftness so we usually all have 1m+ swiftness.
If I pug for a dungeon that my group doesn’t do (namely Arah), I switch back to my Celestial set. I have opted out of running blink unless absolutely necessary, as well.
Typical build is:
6/6/0/0/2 (very, very flexible depending on the situation).

I was contemplating getting Traveler or Speed for my Ascended set, but I don’t really care since I’m used to being able to survive that extra hit with my Celestial in bad groups, anyways. (Still not used to getting one shot by Lupi kick with 0 grubs…)
This has been mentioned many times before, but it bears repeating, so I’ll toss my support and desire for a speed utility or trait in the ring, too.
I’d also like to see something like this.
Saying that mesmers are fine because we have speed options isn’t good enough. Everyone has those options as well. No one except Guardians and Mesmers need to spend gold on runes (and more gold anytime they switch them, not to mention missed opportunity of using other rune sets) or completely change their build to get an OOC 25% speed boost. Every other class can just click a button and swap it in and out on the fly. Even if we don’t normally have room for it on our bar, it would be nice to have the option when we need it.

Actually, I can get perma-swiftness on my guardian with Retreat, Symbol of Swiftness and about 35% boon duration. It helps that I can also use shouts to turn conditions into boons.

I can get Perma Swiftness on my Engi with 10 trait points. Speedy Kits. i also have a trait that gives me 25% movements speed increase. So i can get Either depending on my build.
As an Ele, I get a 25% movement speed signet. However, i can also get Perma Swiftness with 1 trait, Inscription (Air VIII)
And these are just 2 really fast examples i can think of. In regards to Perma Swiftness and 25% movement increase. The classes that get 25% increase are able to Swiftness even EASIER than others.

Not having a speed utility, even just 25%, makes me constantly want to switch mains. It’s so painful trying to keep up with Zerg/catch someone roaming. I would honestly drop a utility permanently, to keep 25% speed movement.
