Staff skill #1 Burning duration
You’re not missing anything. They did the same thing with torch 4, only fixing that very recently. Just chalk one up for the balance team having no idea what they’re doing.
Anet did adjust the amount of damage all conditions did per stack per second at the same time they changed burning to stack in duration.

You’ve got it backwards. Burning was changed to stack intensity, not duration. Additionally, the damage from a single stack was lowered. At that time, every skill in the game that applied burning had their duration increased or stack size increased to keep their previous damage the same.
Every skill…except the mesmer ones, because we don’t matter apparently.
I’d like to say that Anet was concerned the burning intensity/uptime would be a concern due to illusionary elasticity also becoming baseline in the same patch, but that would be giving them way too much credit.
Vulnerability now adds 1% condi damage, so its balanced out

But chrono has restorative illusions and chrono phantasma now, which balances everything out.

Honestly I’m still not sure changing it to stack intensity was a good choice. The game could benefit from conditions being more unique in themselves, allowing for more balance screws to turn.
Then again, given the “speed” of the balance team, those screws are all long rusted and unusable, so not like it’d make any difference. :s
