how do i make a lockdown?
The Lockdown mesmers have a nice thread which is a good start
And maybe this thread is useful, too https://forum-en.gw2archive.eu/forum/professions/mesmer/6-Essential-Tips-Lockdown-Mesmers-Must-Know
Sorry for just linking them, but I’m not good enough with my CI Lockdown to give advice ^^

I’ve never tried shatter interrupt, I usually play mantra 06620 and I cant say I have a problem with ele’s but a big problem with thiefs, I feel ele’s are very sensitive to interrupt and go down pretty swiftly. From playing PVP in a lot of MMOS I’ve come to the conclusion that rooting/immobilize is a very powerfull tool to induce stress , CI might be the key, it kittens up routines and makes people frustrated.
With shatter it’s easier to kill thiefs if I get the chance, with mantra interrupt I can fight for quite a while but unless it’s a duel they gtfo and kill me when I’m not ready. I know other more skilled mesmers handle thiefs quite well with interrupt but it requires lots of knowledge on thief attacks and a kitten quick response time that I don’t think I have (any more)
4/4/6 CI lockdown Mesmer has more access to conditions, but they’re usually control conditions like blind, chill, vuln, immobilize, and weakness rather than burn/bleed/ect. It LOOKS like they’re doing a lot of condi damage, but its moreso just a lot of fluff.
CI does do less damage, but it’s not so little that you can’t one/two-shot someone. You have to learn to rely on more than shatters though, landing interrupts (halting strike) and knowing when to let Phantasms do their business is part of the equation, plus CI requires sharper shatter skills since you no longer have iPersona.
However, you can keep running the standard shatter and grab Mantra of Distraction to take a sort of lockdown style of play. The mantra will be big help, but you’ll still have to learn to play a bit differently; landing interrupts has nothing to do with traits and everything to do with playstyle. Its a slight mental shift from the simple “jump in -shatter- jump out” but after a while you’ll get used to it.
Good luck!

This about sums up the purpose of interrupt builds imo. Mind games from interrupts and immobs added to your shatter game works wonders. Personally, I find this best with sword/focus. It can take a while to learn all the intricacies but a successful curtain(interrupt) >>iWarden>>iLeap will make people panic (and in a IP shatter build it sets up a huge MW burst). The links posted will help you get a start. Don’t feel like you have to go full CI or CS interrupt either. Play around to find a balance that fits you!
Started lockdown (446)few weeks (shatt originally), very funny to play. But seems like unreasonable hype over lockdown builds. You need to land ur interrupt while u have less dps output. One of the most important skill to interrupt is heal, but many classes are using popular not interruptable healing skills. Like warr signet, thief’s withdraw, guardian shelter, engi’s healing turret (0.5 is not enough for me for on react interrupt: blue light at 0.2-0.3 s + time to react and press key 0.2 s + ping 0.13s = >0.5s), etc. On shatter I had better chance against thieves, but now any good(!) thief wrecks me most time. D\P through blind spams, resets, s/d through perma evades and so on.
Big and funny plus though is mass ress\stomp interrupt
