Scepter.

To be fair, it IS a really strong trait (or would be if anything on the axe did damage, except #2. Honestly, auto attack is useless on it). A permanent 20% damage increase, all the time, on top of any Might you have, and Vulnerability the enemy has.

That applies for all direct damage no?
“it doesn’t make you spend hours preparing to have fun, rather than having fun”
Guild missions say otherwise.
Necromancers have less damaging traits then all the other classes.

Yes, of course it does. I’m just pointing out some of the damage potential. 25% max for vulnerability + 20% from Axe Training, on top of might, you can exceed normal damage by 50-60%.
20% is a big buff to move down to a Master trait, as much as I’d love to see it happen, I can’t see it.

I’d Just Like To Interject For A Moment. It isn’t 20%. It’s 15%.

Move it to Tier2. Then someone might use Axes!
At the minute Axes isnt viable without Axe Training.
No one takes Axe Training as its crap compared to Close to Death.

Actually axes are amazing in team play and with minions where daggers lose out in terms of forcing you to be on top of your target. There are many explorable dungeon fights where movement and the ability to be 600 feet away for Axe 2 burst = best possible scenario.
