How important armour is in levelling?
I wouldn’t worry too much about armor before 80. I usually update my armor about every 10 levels. Often you can get your armor from karma vendors as you do the hearts in each zone. The karma you’ll spend is a tiny amount compared to what you will accumulate at level 80 (I have 1.6 million karma at the moment from prior characters.)
For a wells build you would want Power. At level 35 I’d be looking for Vigorous (Power/Vitality) or Strong (Power/Prec) stats. But I wouldn’t worry too much about it because you’ll be throwing away old armor fairly quickly as you level.
Sigils/runes are nice to have (e.g., Minor Sigil of Bloodlust is cheap and worthwhile), but again, don’t worry if you have no runes/sigils util you get near to 80.

If you want style, then you’ll want to transmute new stats onto the style armor you want. For that you’ll need Basic Transmutation Stones, which you can accumulate by completing zones as you level:

My first run through I never bought new armor. Whatever drops I got I compared to what I wore, if it was better I put it on and recycled the old stuff, if not it was sold/salvaged. The only time I’d worry about actually buying armor is if you start doing dungeons pre-80, in which case you might like better armor.
a) get new armor when you feel weak and squishy
b) get new armor while you level a craft
c) get new armor when you find it
d) buy new armor when you feel spendy
There is no one answer except what Bhawb said: You can go many levels without an update. Personally, I do multiple choice from the list above and equip some good runes every now and then.

Hehe , to be honest , my asuran necro ( main char ) is 80 , I kept my hearty armor ( level 45 ) till 80 then I got exotic one.
As long as you stay in the armor level , you won’t need new one. ( I spend most of my time in 1-50 maps

Leveling I buy armor from heart vendors for Karma. Karma is easy to come by (yes, even after the nerf) and once you replace it you can throw karma gear in the forge for something to salvage or sell. Your stats don’t matter in the least while leveling. You’ll get 2 skill point resets at 40 and 60 and you should be using this time to try out new and different things. Play your character in a different way than you did the last 10 levels. Discover something you may not have thought of, but works none the less. At 80 respecing your traits cost about as much as a medium length waypoint, so it’s negligible.
If you’re running wells you should be using dagger+warhorn/staff, with either power/precision/critical damage, power/precision/toughness, or power/toughness/vitality (basically power builds). Condition damage is worthless on a well necromancer as none of your utilities deal condition damage.
You should try to keep your armor within 5 levels of your character’s level. In overworld PvE it isn’t that important, but it certainly makes the process a lot quicker.

Armor isnt very important. I used lvl 60 green armor while exploring all the orr maps. Just use your fleshgolem to tank for you and dps the mobs :>
